What usually causes taillight converter wiring harnesses like the part 118462 to break is a short on the trailer wiring or they get overdrawn. They have discontinued that particular harness because I believe they were having that overdrawn amperage issue.
Before you replace your wiring harness I would recommend you make sure that the wiring on your trailer isn't damaged anywhere which would cause a short and fry the converter. Look for corrosion or exposed wire and fix as necessary.

Since the brake lights on both your trailer and Chrysler PT Cruiser seem to get power when you press on the brake, just to quickly lose it, there may be an issue with the ground wire connection on your tail lights.
